Northumberland Coast and Lowlands Local Action Group Members Profiles

Independent Members

Martin Murphy (Vice Chair)
As a long term resident of Northumberland I hope to ensure that the New LEADER programme fosters the sustainable development of the Coast and Lowlands in a way that will improve the quality of life for those who live and work in the area whilst at the same time improving access to the attractions that visitors wish to see.

I am a retired Chartered Engineer, with extensive voluntary sector experience in the field of sustainable transport. I have an enthusiasm for helping to bring resources and good practice from Europe into the area to support the enhancement of the countryside and coast, helping to deliver facilities of high quality for the enjoyment of all.

George Scott
George has lived in Seahouses for most of his life. He went to school in Alnwick and studied Modern Languages and European History at the University of East Anglia and the University of York. He joined the LAG because the Leader approach of bottom up economic development seemed an effective way of regenerating rural areas. The combination of community development and encouraging small businesses will hopefully provide a stimulus for wider economic development. He hopes that the LAG can take every opportunity, based on local knowledge, of helping as wide a range as possible of community organisations and small businesses.

Ross Lowrie

Born and bred in north Northumberland, Ross lives in Morpeth with his small but growing family. He has a long-standing interest in the natural environment and rural issues having spent his early years living on a smallholding. After gaining a degree and masters in Zoology and Environmental Law, Ross spent a year as a Business Consultant for PwC Consulting before joining the Environment Agency in 2004. He is experienced in environmental regulation and external funding, including EU funding, and works to develop a partnership approach to projects. More recently he is working as a Climate Change Advisor on renewables, hydropower in particular. This includes improving regulation and developing renewables schemes too.

Ross joined the LAG to ensure that environmental sustainability is considered at the outset in project development and is always keen to see the inclusion of renewables and efficiency measures in projects. Climate change is one of the greatest threats we face but it can also be a huge opportunity and Northumberland Coast & Lowlands area can be well placed to take advantage of this.



Geoff O’Connell

Jean Orr

Originally from a Nursing background, I have been involved in voluntary work for a number of years now, both locally and county wide, running a playscheme, tenants association, credit union; and being a Parish Councillor, a tenant representative at Castle Morpeth Borough Council, a member of the editorial panel for a free local newsletter, a Board member of  Castle Morpeth Housing, Enrgi, craft clubs, and several other groups; and was instrumental in finding funding for many of them.
I held various positions within them e.g. Secretary, Treasurer, Auditor, Chairperson and Vice Chair.
I have enjoyed the variety and experiences, having learned a great deal.


Richard Waters

Born and lived in Northumberland all my life, the last 30 years in Cramlington. With a background in Financial Services and a career lasting 31 years with Barclays plc, ending in December 2000. Last position was Project Team Manager which had followed on from a spell in the Small Business sector.

Subsequently secured a position as Centre Manager of the Business Link for Northumberland office in Alnwick, prior to moving to manage the Blyth office in April 2007, main responsibilities to encourage and assist business start-ups.

Other involvements include Alnwick Community Development Trust (Executive Trustee and Company Secretary), Blyth Valley Business Forum (Vice Chair) and The Princes Youth Business Trust (Mentor)

Self-employed business consultant since September 2008, predominantly working with start-ups and some existing businesses.

Personal interests include football refereeing, gardening, grandchildren, walking and holidays!



Ross Weddle

Ross lives in Berwick-upon-Tweed. He manages a not for profit renewable energy business (Community Renewable Energy). His background is in forestry, the environment and community planning. He is a Chartered Forester (MICFor), a Chartered Environmentalist (CEnv) and a Fellow of the Royal Society of the Arts, Manufactures and Commerce (FRSA).



Peter Wood

Employed in the coal industry since 1974 and currently Project Manager for UK Coal operating out of the Stobswood site.  Chartered Engineer with extensive managerial experience in contract management. A Board Member with the Institute of Quarrying, ENRgI and NRgI.  Voluntary works with Parish Councils, Community Forums, New Leader, Druridge Bay Partnership and North East Climate Change Project.

Believes that change is inevitable and that change can bring opportunities.  Working with the Widdrington Regeneration Partnership and UK Coal to promote the Blue Sky Forest initiative – a project that could change the face of the area and provide many job opportunities.

Volunteered to join the New Leader team to encourage both Communities and individuals to grasp the initiative to improve the prospects for the area.

 

Councillor Milburn Douglas (Northumberland County Council Representative)

Milburn is an elected member of the new Northumberland County Council and he serves on four Community Trusts within Lynemouth Ellington Ward.

Milburn was also Mayor of the former Castle Morpeth Borough Council in 2005/6 and 2007/8. He has served the Lynemouth Ward for 20 years, firstly as a Castle Morpeth Borough Councillor and now as a County Councillor.

Milburn feels that the challenges for LEADER include developing communities so that there is a social centre for all age groups, better employment opportunities for young people and a much better public transport system throughout Northumberland with access to the Metro Stations within our neighbouring authorities., along with more affordable housing.

Milburn became involved with the Northumberland Coast & Lowlands LEADER Programme as a Local Action Group Member to ensure a commitment to equal opportunities and a balance in favour of local communities, voluntary and private sectors and to achieve fairness and equality for all applicants.



Councillor Alex Wallace (Northumberland Association of Local Councils Representative)
Alex is the delegate from the Northumberland Association of Local Councils (NALC) and is currently one of the vice chairs of that organisation. Although living and working in South East Northumberland as a locally elected councillor of the former Wansbeck District, he has been involved on many occasions in improving and enhancing the lowlands and coastal area. He helped form the 31st AONB; improvements at the Lynemouth Bay; sustainable developments on Holy Island and was a member of the Local Government Association dealing with coastal issues. Alex chaired building strategies for the N.E. regional plan and has also been a Harbour commissioner at the Port of Blyth for the past 10 years. A former executive member of leisure, cultural services, tourism, regulatory and the environment he helped access over £21m funding for projects at Woodhorn and Newbiggin by the Sea.

Business

Angus Collingwood-Cameron

Current position: North East Director Country Land and Business Association, representing approximately 1100 land owners, land managers and rural businesses throughout the North East of England.

As part of my involvement with the Northumberland rural economy, I have been very much involved in the overall delivery of the Rural Development Plan for England since its inception. I joined the Coast and Lowlands LEADER LAG to ensure that the rural economy, and particularly the land based sector, was adequately represented in the delivery of the LEADER programme, as intended under the New LEADER arrangements. I would hope that the LEADER programme will leave a sustainable economic legacy in the Northumberland Coast and Lowlands area, as well as delivering community benefits.

Belinda Fairbairn
Born and bred in North Tyneside but with hankering for living in a more rural setting, Belinda was ‘adopted’ by Northumberland when she moved in 2002 to live near Morpeth.  Having worked with training providers and with EU funding programmes within Northumberland TEC and then Northumberland LSC, Belinda moved into the enterprise and business support arena in 2002 when she took up a Business Development role at Northumberland Business Service Ltd (NBSL), the County’s Enterprise Agency.  Belinda is an advocate of encouraging individuals to research and set up robust new businesses, and of existing businesses exploring growth opportunities, as key drivers in strengthening economic and social wellbeing.  As such, she is keen to support the New LEADER Approach as a niche, ‘locally flavoured’, programme which aligns well with ‘mainstreamed’ enterprise and business support infrastructure for sustainable rural development.

Maria Manion

Mel Nicholls

Mel has been the Northumberland Coast AONB Officer since 2007, having previously worked in New Zealand and Zimbabwe on natural resource management, planning for protected natural areas and community development.  Passionate about nature, and participatory approaches to planning and development. Mel is keen LEADER supports community-led development that benefits young people and women in particular. To be successful it is essential LEADER delivers its promise to be “top down meets bottom up”. In doing so Mel believes development must be sustainable and protect the integrity of the area’s natural and cultural assets that are second to none anywhere in England.

Julia Lyford

Julia has worked within the community sector for 21 years, having previously been a youth worker with a stint at the National Youth Agency. Her roles have included regional posts with YWCA and Age Concern, and funding and project developer with various local community based projects. She established Fourth Action in 1998 as a partnership focussing on gender equality. In 2001 Julia was seconded to become the Advisor to the NE Equality and Diversity Forum, and was instrumental in the early development of the North East VCS Equalities Coalition. She has used her experience of developing user-led networks and community empowerment to help develop the Northumberland Community Development Network and the North Northumberland Women’s Network, and to carry out a number of appraisals in rural areas. Julia is on the steering group of the NEWomen’s Network, and also sits on the NE Rural Affairs Forum.

Environment

Steve Scoffin (Chair)

Steve works for Northumberland Wildlife Trust as Druridge Bay Development Manager (on behalf of the Druridge Bay Partnership) developing projects that conserve built and natural landscape features, and increase community participation through access to and learning about the landscape. With many years experience in biodiversity, recreation and access management, he is Vice-Chair of the County Durham Local Access Forum and a member of the Tees Valley LAF.

He is also Durham Wildlife Trust’s Company Secretary, and a Secretary of State appointed Member of the North York Moors National Park Authority. The latter role includes representing the Authority on the Mosaic project (which works on behalf of all English National Parks to reach BME communities) and the Campaign for National Parks.

He also has a consultancy established to work with partnerships and organisations seeking to integrate the environment, communities and the rural economy, and which has become increasingly involved in development and management of projects at the landscape scale which include access and social inclusion.
